Pokemon Emerald?

In pokemon Emerald I accadently left my abra in the daycare for too long and I got it out at level 16 so when i got it to evolve into Kadabra it didnt know confusion even though its suposed to learn it at level 16. is there any way i can get it to learn confusion like putting it in the daycare again? please tell me yes and be telling the truth and tell me how if i can
