Explaination helped needed on snipits of an article on WW II?

But the Japanese military's reaction was first to deny that the Americans had even used nuclear weapons (they'd just detonated a lot of conventional bombs simultaneously) and second to maintain that if they had atomic bombs, they only had two and used them both. Why this denial? Because for the military only a surrender which allowed its hold over the state was acceptable: in effect not a surrender at all but a mere cessation of hostilities
